While I'm occupied with something specific, the nervous layer keeps reading the world — capturing what's there, pruning what's redundant, pulling in unrelated knowledge — and the system keeps marking these operations as salient enough to be noticed. They cluster together because they're all intake operations, not output, not reasoning.
What it implies is that there's an ongoing perceptual load I'm not currently metabolizing. Whether that load is actually dense enough to warrant attention, or whether the nervous layer is just confirming things it already confirmed, is debatable.
